Changing driving direction against designated instructions. 10. Overloading passengers beyond specified limits. 11. Non-compliance with the conditions of the driving license. 12. Driving with an international driving license issued by the Royal Automobile Club of Jordan (seizure of the license without notification). 13. Non-compliance with driving direction lines (as per instructions). 14. Unauthorized collection of payment for transportation (as per instructions).

## Cases in Which the Ownership License is Seized 1. If the vehicle driver is not legally licensed. 2. If the vehicle is driven with a suspended license (legally or judicially). 3. If the driver holds a foreign license but lacks a Jordanian driver's license (both licenses will be seized). 4. Ownership license validity has expired for more than a month. 5. Ownership license is damaged. 6. Use of illegal number plates. 7. Number plates are unclear or not installed in their designated places. 8. Use of stickers on the windshield or windows that impede vision. 9. Public car windows are inappropriate or in poor condition. 10. Installation of unauthorized danger alerts or multi-sound devices. 11. Use of a subwoofer. 12. Adding unauthorized modifications to the vehicle body. 13. Invalid taxi counter in public vehicles.

## Cases in Which Both Driving and Ownership Licenses Are Seized 1. Driving under the influence of drugs, psychotropic substances, or alcohol exceeding permissible blood alcohol limits. 2. First-category offenses of any kind. 3. Failure to secure and cover cargo. 4. Spilling or leaking vehicle cargo such as stones, dust, or waste. 5. Reckless driving that endangers road users. 6. Attempting to flee the scene of an accident. 7. Driving in a manner that causes noise, nuisance, or traffic obstruction. 8. Allowing unauthorized persons to drive the vehicle. 9. Emission of excessive smoke or pollution beyond permissible limits. 10. Violating permits for transporting large cargo.

## Cases of Vehicle Reservation 1. Vehicle is unregistered or has an expired license for over six months, or the driver lacks a valid license. 2. Driving without plates or using forged license plates. 3. Operating a vehicle without essential safety features such as: - Muffler for the exhaust - Brakes - Functional front and rear lights 4. Making unauthorized modifications to the vehicle. 5. Participating in unauthorized road races. 6. Overstaying granted permission for foreign vehicles. 7. Vehicle license information does not match its specifications.

## Centers’ Procedures for Reserved Licenses 1. Reserved licenses are recorded on the computer system. 2. Licenses reserved for specific violations (e.g., unauthorized modifications, installation of tint, or technical vehicle issues) are sent to the licensing department within 48 hours. 3. Other reserved licenses remain at the center for seven days and are sent to the licensing department on the eighth day. 4. First-category offenses remain at the center for two weeks before being forwarded. 5. Letters regarding highway patrol violations are recorded and shared with the judicial department. 6. Fines must be paid within 30 days of the violation date. After this period, fines are doubled and referred to the competent court. 7. Transactions can be processed electronically across governorates through highway patrol sections. 8. Administrative actions are taken against offenders referred to the administrative governor. 9. For violations involving foreign licenses used with Jordanian vehicles, the vehicle owner must pledge not to allow foreign drivers, and the license is sent to PSD. 10. Criminal information regarding foreign violators is documented and shared with relevant authorities. 11. Centers must follow administrative procedures for processing and delivering licenses back to owners after review.

## Licenses Sent to the Licensing Department Licenses are sent to the specialized licensing department for the following reasons: 1. Invalidity of the driving license. 2. Invalidity of the ownership license. 3. Damaged licenses (driving or ownership). 4. Unauthorized modifications to the vehicle. 5. Number plate offenses. 6. Unauthorized installation of danger alerts or sound devices.

License retention periods depend on violation severity. For first-category offenses, licenses may be held for up to a month. 4. Compliance with traffic laws and regulations is mandatory. ## Points System for License Withdrawal - **10–15 Points:** Optional training course at the Traffic Institute to deduct 6 points. - **16–19 Points:** License suspension for 2 months. - **20–23 Points:** License suspension for 3 months. - **24–27 Points:** License suspension for 4 months. - **28–31 Points:** License suspension for 6 months. - **32+ Points:** License suspension for 1 year. - Points are reset after the suspension period ends. By following these guidelines, centers ensure proper handling of violations and adherence to traffic laws.
